Somebody can't create an event
The permission and the licence are separate, the dialog says which is missing, and there is a third cause that is neither.
Somebody has been told they can run events and cannot get as far as the form.
They have the permission but not the licence, or the other way round
Most commonCreating an event needs both the Event coordinator permission and an Event coordinator licence, and they are granted in different places. Having one is the same as having neither, which is why “I gave them the permission” is so often the opening line of this report.
The dialog they are seeing names both under What’s needed — Activity coordinator permission and Event coordinator capability. Whichever is not satisfied is the one to go and grant.

CommonIf they cannot find Events rather than being refused by it, they are missing the licence rather than the permission — the page itself is what the licence unlocks.
Confirm they hold an Event coordinator licence before looking anywhere else. A person with the permission and no licence has nothing to click.
The month's events are used up
Less commonEvents are licensed by the month for the whole company, and creating one is what spends the allowance — including drafts that were never published and events later deleted.
This one refuses at the moment of creating rather than on the way in, and it affects everybody at once rather than one person. If several coordinators report it on the same day, this is why. See how many events your licence allows.
They are trying to edit somebody else's event, not create one
Less commonEvent coordinator lets somebody create events and manage the ones they created. It gives them nothing on anybody else’s.
If what they actually want is to change a colleague’s event, the fix is on that event — its owner adds them to the team as an editor.
