How resource policies match size to meetings

A resource policy sets capacity, who may book, duration limits and optional approval. Set minimum and maximum attendees on room types so a two-person sync cannot grab a twelve-seat boardroom by default. Combine capacity rules with search filters so small meetings surface appropriately sized rooms first.
