Navigate to "Users"
Click "Invite User," enter the email address
Select the appropriate permissions for the user
Navigate to "Quota settings"
Navigate to "Quota unit" tab, and create a quota unit
Navigate to "Resource Quota Policy" tab and create a resource quota policy
Input the name, select the quota unit and quota period, and set the distribute amount
Add users / user groups to the user quota policy
